Report
Namibia were the surprise qualifiers from the African Zone of the 1999 IRB Rugby World Cup, qualifyinf first from Round C and then topping Round D. The African Zone was divided into four rounds with teams seeded into Rounds A to D based on past record in qualifying.
Arabian Gulf qualified out of Round A ahead of Zambia and Botswana, and joined Tunisia and Kenya in Round B, where Tunisia finished first and qualified for Round C. There the joined Zimbabwe and Namibia, with the top two qualifing for the final qualifying round. Tunisia were the unlucky team knocked out at this stage on points difference after all teams finished equal.
In Round D Namibia and Zimbabwe joined the top seeds Morocco and Cote d’Ivoire, with Namibia winning all three games to qualify for the Rugby World Cup 1999. Morocco finished in second and entered the Repechaje Round with teams from other Zones. South Africa were automatically qualified based on prior World Cup performances.
The IRB (International Rugby Board) governs World Rugby Union, and the 1999 World Cup was the fourth edition.
